How would you go about painting this hardtop?

I'm looking at buying this hardtop so the owner sent me this picture to show its... uh... boo-boo. Would I need to strip it down to the fiberglass? If so what would you use? I was searching for other people who painted their hardtop, but I am mostly seeing people repainting faded tops. Thanks!

It appears the top was not sanded very well so the paint is peeling with the least amount of abraision. Pressure washing will give a idea of how poorly the job was done. Then a real good sanding and repaint with the product you can afford.
This poor paint job makes the value of the top less. What is he asking for it?

$500 for the top and hard doors, from the pictures the doors appear to be in OK condition. Sound reasonable?
