cowl problems on 98 tj

Has any one had a problem with the metal tabs that are used to bolt the cowl down rusting through.On my passanger side the tab has rusted through and its letting water get into the duct and its comming out on my passanger side floor. I was thinking about jb welding a bolt from the inside then putting a nut on it. And help would be greatly appreciated thanks cam
