brand new bumper rust?

Just received my brand new smittybilt bumper but there was a rust colored drip on it. Further inspection it was running from under the paint on the weld down the bumper. Rubbing on the weld revealed this. Im really not too worried, but i dont worry about much. should i be worried? or just paint over it and call it good?

these pictures are huge and its really hard to tell whats going on. i can fix that if need-be. no time now.
