Bottom plastics on 99-04 grand cherokee's

Was wondering what's the best way to paint the faded grey plastic's on the bottom of the 99-04 grand Cherokee's?
I tried wipe new, and it didn't work. Just another quick cash gimmick.
I seen some Grand Cherokee's that have been painted flat black and was wondering the best way to prep the plastic and what type of paint to use.

I did mine 2 years ago, still looks good. Prepped with carb cleaner, and a green scotch brite pad. Then taped off the jeep. Then sprayed with rustoleum paint.
