YJ Rockcrawler bumper

I'm in the process of building a rockcrawler rear tire carrier swingout and attach to my existing pro comp 66168 Black Bumper through a heavy duty hinge kit. Now, my concern is that the bumper it self is around 45lb (1/4" steel) and I'm building the swingaway tire carrier our of a 3"x 2", 1"x 2" and a 6"x 2" steel U channel respectively. All that is probably adding another 45lb. Should I weld the bumper to the chassis frame or I should just use the existing bolts to attached it? Any suggestions? Thx.
