I am by no means a professional, so feel free to ignore me, but this is what I usually do for bare metal:

If there's any rust, scale or milling or anything on it, I sand it. 320, 400, something like that. I wipe it down with acetone, brake parts cleaner if I'm in a pinch. Spray no more than 2 coats Primer / sealer unless I'm trying to blend an imperfection or something, light sanding in between or just a scotchbrite to rough it up. Followed up by 2 coats of paint. If I really want a good finish, I'll sand with ultra fine in between. As long as it's clean and sealed up it shouldn't rust like that.

Would MEK work? I have a bunch of that sitting in the garage. I used that to prep the Monstaliner in my tub.

Yes, it will, but acetone is cheaper. MEK is a bit stronger from what I understand.

I'm just going to sand down the rust for now and throw some paint on them until it warms up, then I will find a weekend to repaint all of them.

Bare metal has a blackish coating on it from the factory to keep it from rusting while it sits in the warehouse or steel shop or wherever. Metal Cloak probably only sands the coating off around the the areas where they are going to weld so they can get a good weld, so whenever I get anything that's bare and from the steel shop I take a flap disk on my grinder and completely sand it to shinny metal before I paint. The coating causes paint to flake off...

I also sanded down some of the front fenders and splashed some paint on them to stop the rust.
