Suck down winch. The line passes through a pully on the center of the front axle and the other end is attached to the frame on the other side. When you winch in the suck down winch it pulls the front axle up towards the frame which keeps it from drooping out too far on steep climbs. Since its pulling on the axle from the center it doesn't really limit flex much but limits droop.
This is one way to get around the flaw of a radius arm front suspension which has the tendency to unload on steep climbs. You will also see front and rear suck down winches in use on rock buggies used in competition to literally "suck down" the rig and improve stability on extreme off-camber situations. You can actually use your main bumper mounted winch as a suck down as opposed to a separate, smaller winch mounted on the frame like he has it.
