New to me TJ. Build Help!

I picked up a 2000 Sahara TJ the other day. The price was good so what the hell something else to work on. Its got what I believe is has a rough country 6in lift with 35' mickey thompson bajas which are street legal but will need to be replaced before it gets some serious action. Its has a SYE driveshaft and a D44 rear. Its open diff front and back. I took it for a quick spin down the road and this thing is all over the road like a drunk bum. Feels like something is loose in the rear. I want to make this a fun capable jeep. Its NOT my daily driver but i would like to be able to cruise around town on nice days. It will certainly be getting a rear locker and probably 4.88s. Needs new tires probably going to keep it at 35s. Front axle? Tire suggestions? Any and all suggestions are welcome.

It feels like its missing a sway bar. Driving down the road the back end seemed to move side to side. i had it up on our lift and took a quick peek and did not see anything obvious missing. I haven't had much time to take a good look.
