Yep, the anti sway bar does just that. Limits the amount the 2 corners can move independently of each other.
If you want it to flex at all you have to disconnect it, via removing it altogether or through sway bar disconnects. For a leaf sprung vehicle I'd just remove it. Wheras on a TJ or the like with coils I prefer to leave it connected on the street.
