I think it means that ohv vehicles should stay on trail instead of traveling cross country like the snowmobiles and hikers

The trail is the road, everything else is off road. It's a different way of thinking out there. I had to watch a group of Jeeps hit the trail, while I sat there and watched, in the wifes Explorer.

At least you got to get some dirt under the Explorer's tires. Were you able to get it pretty far down the trail?
