TJ battery/wiring problem

TROUBLE STARTING

hello all,
i have a 98 TJ(standard 4 cyl), and lately when i go to start my jeep i'll have this issue about half the time. i'll turn the key all the way to start, i hear no sounds but 4 beeps in a row(i don't hear the beeps every time. also, sometimes hear the beeps when i turn the jeep off). when i turn the key backwards the lights on the stereo will flicker very fast and i hear a quiet clicking sound. when i turn the key forward to the first position only the brake light comes on. i end up repeatedly turning key to this position until all lights and radio turn on(which takes a few seconds) then turning key all the way to start. i've had the jeep since 03, when i installed an external amp and have had no problems till now. i have cleaned battery terminals and wires already. no idea where to look next.
any help on where to start would be great. thanks.
also my check engine light has been on since i took it in for the new cat converter coding. mechanic says the code is from the cat converter. i have not checked codes since new issue started.

Replace your battery, if it works- fixed

if it doesn't work, replace your alternator

What was the code you have or had?
Check and clean power and ground connections to the battery.
Measure the battery voltage. Should read 12.6V engine off and 14.4V engine running.
Does it start when jumped?

You could pull the battery and starter and have them load tested.
