Are these $60 'anti-flicker' pigtails just caps spliced in?

So I made an anti flicker out of an h13->h4 adapter and it's worked great.

I used the adapter to run an h4 hid kit Lo beam only. So I wired in a Elektrolytkondensator 10000uf 50v cap to the + Lo beam and the -. Leaving the Hi + dead. (Attached pic)

Now.... If that works already, how do I make it using the Lo and Hi? Like my second picture?

Is this all these $60 anti-flickers are made of?
