Help Identifying Wiring Harness Terminal

Hi everyone,

Longtime lurker, first time poster.

Quick question, I've had some serious blinker issues with my TJ. The left side front blinker wouldn't work (was getting the quick flashing on the dash). Replaced all front bulbs (front side marker and front turn signal) - still not fixed. Then when I would turn on the headlights, the left turn signal indicator on the dash would stay on solid. So, I then replaced the combination flasher under the kick panel. No change...

Went out to the Jeep today looking for a short or loose ground. No dice. Turned on the left turn signal - VOILA! - everything works. WTF - Right?

So, for the time being, that's fixed..

But, while I was poking around under the hood I noticed two things:

1) There's an unplugged grey terminal (see picture) on the left hand (passenger side) of the engine bay. What is this? The TJ does not have AC or Cruise Control - is that what it could be?

2) The wiring harness all throughout under the hood is covered in flexible black wiring wrap. However, the wrap has seemed to peeled back at the terminal ends, exposing the wiring that goes into the various terminal leads. Should I clean these and wrap 'em in electrical tape? What do you think?

Anyway, sorry for the long winded spiel and a big thank you for any help you can provide.

Not sure what he plug is but he blinker issue was definitely a ground issue. Being it turned on with the headlights tells that both are grounded at he same point. Clean the ground area and connectors.
