Headlight Help

Hi all, need some help with my headlights...

My problem is I cannot see at night very well, and in the rain is an absolute nightmare, despite my perfect vision... lol. Seems like every other car on the road overpowers my headlights and fogs...

I have tried those kits to remove the top layer of "grim" and polish for a fresh lens coat, but that didn't help much, if any. They are not even "yellowing" just banged up and not treated nice from the previous owner..

I was wondering if any of you guys have any experience / recommendations / links for a headlight setup...

Also was wondering the difficulty of taking out the housings... Simple bolts on the back or take off the front bumper to get to them hard?!

I would like to keep them "pass inspection legal" but I'm not against running an HID setup... Also would like to keep is bolt and play for the most part...

Ride is an 03 GC Limited 4x4 with H.O

Side note, I have run 55w 5000K HIDs in projector housings in previous rides, and while I absolutely loved them, my fellow drivers didn't not... lol.
