Which CB antenna lug connector goes where?

Am I correct in assuming that the shielding connector goes to ground there at the stud between the isolator and the bracket, and the center wire connector goes to the antenna which is isolated from ground by the plastic isolators? I managed to somehow get this all disconnected and confused. I feel so dumb ...
