Brake Lights Dont Work?

Basically the bulbs are fine, the running lights work, and so does the turn signal.

BUT the only brake light that works is the one above the tire....


does anybody have any ideas?

probably a problem with the multi function (turn signal) switch, the lower brake lights run through it.
