is there a way to test my amp to see if it is working. part of it got wet, and the sound is pretty bad.

What do you mean "the sound is pretty bad"? The sound coming from the speakers? Or is the amp making a sound? Is it still hooked up? Are the speakers still playing at full sound? Need a little more description.

my passenger side got flooded, and there are wires that run under the carpet up into the dash. well when there was still some water on the floor, the radio would turn on, but no sound.
once i got all the visible (above carpet) water out, the sound started to come back, but it has a buzzing noise, and the radio/music isn't as clear as before it got wet.
everything is still hooked up, and the amp isn't making a noise.

All water is mopped up now? Towels used to dry all wiring? Check for water in the RCA caps and around the ground.
You may need to pull the amp and put it out on the sun to dry fully or expose it (pull back carpet) to dry.
Also check on the speakers to make sure the cones are dry. If you played them while the cones were wet the distortion may be permanent.
