97 Grand jeep cherokee TSI Blower Motor issue help please

This has the 5.2L engine, Ok so blower motor stops working, I test voltage at the connector that plugs into the motor and it has power, so naturally I replace the motor, still doesn't work. So I unplug the 4 plug connector at the resistor to try and jump from Hot to any of the three other connectors which would be low med and high and still nothing. While I have the resistor unplugged, I check power at that same connector where the blower motor plugs into and it has power without the resistor plugged in??????????? Anybody know why I would have power without the resistor plugged in.

If it shouldn't (I haven't see the schematic), it's quite simply a short somewhere.
