87 yj instrument lights and lights short??

Turn signals and head lights work. Dash lights and side markers and rear lights out. Fuse is blown, I try to replace and it blows instantly, nothing turned on.
Checked all wires and connection and all seem good. For something different I pulled the dome 20amp fuse out, low and behold I can now put the fuse in
the tail-light socket without it blowing. Any ideas guys and gals???
