2 different CB wont work

I have to of them and I have a strange issue.

1. CB in Jeep receives fine wont transmit
2 CB 2 New out of BOX transmit but wont receive.

I am using 2 different antennas and 2 different power sources.

Tried swapping them around and same result. (sapped antennas)

Thought?

What make and model of each CB ?

The microphone, or a wire inside it, can be broken and you will not have receive or transmit, depending on which wire is broken. Swapping the microphones may work if the radios are the exact same model number. Brand new radios can be defective.
