Take it somewhere, get it fixed right. Save receipts, go to civil court ($30 or something around here). In my civil court the court fees are automatically added to the amount you're suing for. If you win, the defendant pays the fees, if you lose, you're out the 30 bucks or so.

if you could determine what was damage from the other person's stuff when a tornado comes down the street, yes. since that isn't happening it's moot.

if a tree on city property falls on my junk, the city pays for it. if a tree on my neighbors property falls on my junk, the neighbor pays for it. my tree falls on your junk, i pay for it.
liability laws vary by state and sometimes borough as well. in my state that's how it works.

I'm just trying to get a grip on what you are saying.... The tornado is a "wind storm". Wind is what blew the shingles off the neighbor's house during a violent storm. The question becomes, "Is the neighbor liable for the damage to your property?" Based upon what you say, if my car was parked in your driveway, and a hail storm came thru the area, your homeowners insurance is going to repair my car? States can define things however they want, just seems very odd to me.

Usually the "neighbor" is liable if they failed to maintain whatever it was that damaged your property. If a tree falls over in a storm and was a completely healthy tree (it shouldn't have fallen in the first place unless it was struck by lightning but anywho) then you are liable. If the tree was clearly rotted then the neighbor failed to maintain it and have the hazard removed, he is liable. In the case of the shingles, it looks clear to me that he failed to maintain his roof. It was an fn rain storm and the roof is in shambles now. It's not like a hurricane or tornado ripped through the town. One or two shingles okay fine, but half the roofs worth? lol

edit: and is that really barbed wire fencing in his yard? lol
