and i think my jeep might "disappear" if i say something
so these neighbors take care of their own.

I have a friend with other 'good friends' he grew up with, who live in rural farmland in England. Those folk handle their issues themselves, the law pretty much stays away.
They seem like friendly fellows but dont ever cross them. They just about run the entire area. They also tend to intimidate people around them. and unfortunate, unexplained and mysterious things have happened to some people.

This would leave you to repair the damage to your vehicle, or to turn it into your insurance company. Turning it into your insurance company probably isn't an option as you probably have a deductible to deal with.
X2 i had a similar situation

Insurance 101.........

I always understood that this was a legal principal...... a person cannot be held accountable for something that they could not control or prevent. If you can't say that a reasonable and prudent person would have/should have/could have done _____ to prevent the damage, then he/she isn't legally responsible for the damages. Liability Insurance pays for the damages that a person is legally liable/responsible for, hence if the law says he isn't responsible, the insurance company isn't going to pay.

You could always hit up a junkyard to find the rear window glass. It's the flip glass and thus not hard to replace. The yard I went to last week is pretty much stripped as far as the Jeeps go, but there's one with the rear window glass left. I was looking for the gas struts myself, but someone had already taken them. I'll keep them in mind though should I ever need to replace my rear glass. So you could probably find a replacement this way. I'm not sure if it'd be worth it over just getting it repaired though.

so went to talk the neighbor and they clam it was not their shingles and don't care.
talk to my police percent and they said since it privet property and realy no reason form then to come and file a report. also said only way to get something is to sue which i am sure will cost more then to deal with then the damages.

so now i ask what get tar marks off of paint and any recommendation on the process and products to use to fix the paint and glass?

Thanks for your time and thoughts i appreciate it allot

I would take it to a professional detailer, they could probably buff most of that out.

Same with the glass, probably could fix it maybe.

try a very fine polishing compound and a nice cotton rag
You wont be able to do much about the glass unless you get a special kit to polish hardened tempered glass.

today was able to get the tar off with WD-40. it come off fairly simple but its been rained constantly and been most out so the sun did not back it in which was good. i can see the glass marks when the sun hits it just right way. i can see primer on the rear door only so i might get some touch up paint and see if it help. but have seen Amazon.com: Quixx Paint Scratch Remover: Automotive and Amazon.com: Nu Finish Scratch Doctor: Automotive and want to know if anyone know if they work?

or if i should give a clay bar a shot?

if someone's tree or a portion of their house falls on my stuff, their homeowners or renter's insurance pays for the damages. no matter what caused the object to collide with my junk. that's how things work here. your state may vary.

So if a tornado blows part of my house into your house, my homeowners is going to pay for the damage to your house?

Just polish out the glass with polishing compound and you probably wont even notice it anymore.
I disagree. Maybe the insurance won't get involved, but the neighbor might understand and give the OP some money, or at least fix his roof to prevent future problems.
