Ignition source could be any impact-produced spark close enough, once the tank is ruptured. Or a shorted wire (gets VERY hot VERY quickly.) Or the exhaust. Or...

Ignition doesn't have anything to do with the metal tank, but the "safety" of the tank has a great deal to do with how much of the space is filled with liquid and how much with vapour.

Oh, please!

I could probably go through and strike 1/4-1/3 of current Federal law - out of hand - with no negative social effects. Yes, that includes 49CFR Part 1, Federal Motor Vehicle Safety Standards (yes, some of the stuff actually does enhance safety. Other stuff? It's a means for a driver to abdicate responsibility, and then forms grounds for a potential lawsuit once they screw up because they didn't know what the Hell they were doing!)
