How can I eliminate the front frame area behind the bumper over the tire without sacrificing its strength?
You mean the sheetmetal crossmember? Just cut it off, use suitable sized box steel to tuck inside the front horns (ZJs are a snug fit with 2" x 4", I'd imagine WJs would be the same?) and do a couple rosette welds through the fropnt horns to tie it in. Then add the bumper tubes and some 1/4" plate to reconnect the front horns and act as a winch plate. It'll be much stronger than stock. IMO you don't need a bolt-on front bumper at this point anymore, it's better to fab something that reinforces the front uniframe area

I've got some pictures on my ZJ build thread starting from page one, look at 'em if you like.. The front area mods made the Jeep a lot more solid compared to the sheetmetal crap from the factory, and isn't even too heavy
