2002 Steering Column Cover Removal

I'm changing out my combination flasher/turn signal relay and the manual calls for removal of the steering column cover...The two screws were easy but the manual says "pull rearward" to snap it from its snap-in connects. But its not budging and I'm afraid I'll crack the sucker without any more give than what I'm experiencing.

What am I missing?

For the record, if you followed the 2002 Jeep shop manual instructions, you would probably have broken the cover in attempt to remove. Here's what I concluded.

There are actually three screws and two bolts that must be removed to "safely" remove the cover. First, the instrument bezel must be removed...it just snaps into place. Once the bezel is removed, there are two phillip screws that must be removed. Also there are two 10 mm bolts underneath at either end that must be removed. If you had already removed the phillips screw on the outboard side of the cover, the cover would fall off at this point. The shop manual only describes the outboard phillips screw and the 10 mm bolt on the right side, referencing a couple of snaps that secures the cover.
