Won't always go into 4x4

Hey i got a stock 89 wrangler with 4.2 5 speed that doesn't go into 4x4 a lot. Any quick fixes for it? I am in the process of rebuilding my engine right now. So, I don't have a lot of money to get the kit to change it over to manually lock it. Oh I am new so once I get 25 post I will get some pictures on here of the engine rebuild.

Here's how the factory suggests you shift the transfer case and I've been doing this since these things were new and I worked at the dealership. Quoted from the owner's manual.

"To engage, shift the transfer case lever from 2H to 4H while the vehicle is moving at any legal speed". I let off the gas, throw the lever, and then tap the gas and let off.

4L position: " To engage, slow the vehicle to 2-3 MPH , shift the transmission to Neutral, then shift the transfer lever to the right and pull firmly rearward to 4L".

yeah my problem is not getting the jeep to shift into 4x4. The issue is that the front axle will not lock. I have seen some guys flipping the shift fork and always having the axle locked in 4x4. Has anyone done this and have you noticed any change in gas milage?
