Water in the 3rd Cylinder

My uncle drove my jeep after the freeze plug came out(ive been deployed awhile). Blows white smoke, oil is milky white, water in the 3rd cylinder only. It could be a Head Gasket, or the Head could be cracked. Any1 who has had this problem before, would you plst up potential cost to fix it?
