Unable to start

2001 Jeep GC 82,000 miles. It is maintenanced regularly. Over the past few months, occasionally upon starting the vehicle it stalls out, and can take several minutes of driving/giving it gas before it starts running normally. Diagnostic check showed no issues. Last night got in it, wouldn't start. It has power, the check engine light is not on. It made this bad click/popping sound (similar to rolling your tongue). Starter replaced, still not working. Next thought is starter relay and/or ignition switch. Although using meter, voltage shows everything is good. Any suggestions?

Check grounds. On block battery starter
