Revving when shifting into 4th gear

2003 Wrangler. My automatic transmission will noticeably rev up from usually 2,500 RPMS to 3k when shifting what I believe is into 4th gear, possibly 5th gear but 95%sure it is 4th. Will not rev when the Over drive is shut off. Original 4.0L engine and trans have 146k miles on it. Recently replaced the trans filter and cleaned the magnet hoping that would help but no difference. Any insight would be appreciated. Does not grind or shift hard just an unusual rev.

Relevant History:
TPS 110k (not-OEM, apparently that might matter?) Not throwing a code

Trans flush 120k

ATF was kinda dark when I replaced filter
