over heating??

So lately its been hot here in the northeast. My 97 tj 4.0 5 speed seems to be running hot. I have 33's with 3.07 gears (I know it sucks). I run 4th gear at 70 mph at 2300 rpms. The tempertaure on the highway has been just going past the 210 mark. But as soon as I get off the highway it goes back to normal. Its fine in stop and go traffic and has a brandnew radiator and water pump. Do u guys think there is a problem here?

Try a thermostat maybe like a 180 degree or yours could not be opening enough

That's what I was thinking. Is a highflow thermostat housing worth it?
