old "whinning down" noise with temp increase...

My Jeep GC limited 2004 has been experiencing an issue. After having driven it for a few miles, from time to time, while at an idle, there is a sound of a fan going on overdrive and my temp gauge starts to quickly creep up. Apon turning the engine off there is a "whinning down" sound which sounds like something that rotates coming to a stop. This problem does not happen all the time yet it does happen more often than I would like. Any thoughts on causation or things I may be able to check out would be a great help!
