no power at highway speed

Getting wifes old 1994 Grand Cherokee 4 L ready for daughter, new driver, wife never drove on highway ever, now after doing some minor work, I go for test drive and found Jeep to be low on power on highway, struggles to get 70 kph. In the city the Jeep runs fine. Any help or ideas greatly appreciated.

May be fouled up spark plugs. Take it on the highway and drive it at seventy for a few miles and see if that fixes it.

My kids cherokee did the same thing, ran ok at lower speeds but ran crappy at higher rpms. His sputtered when you released the pedal also. It ended up being the Throttle position sensor. It ran like a new engine after replacing it.
