Need Advice, 1988 Jeep Wrangler rough idle

My 1988 jeep wrangler takes a little while to start especially in the winter. Once started, it rides real rough, idling up and down( the engine hunts). All I have done is change the fuel filter. Haven't been able to do to much, just been busy. I really want to get it running good. What does everybody think.

Also I have though about the TPS, spark plugs and cap, fuel pump, and carb.
