Missing Cap Engine Smoking....

Ok,

So I just got my jeep back from being worked on where I was in a wreck. I plan to take the jeep to them to have it looked at. I just want to know what this is because it is bugging the crap out of me. I noticed last week while sitting at a red light that smoke was coming from my jeep. I paid no attention to it. Today I was at a friends house feeding their dog while they are gone. I left the jeep running and noticed the smoke rising. I popped the hood and saw that a cap is missing. The cap is located below my air filter. Image below. Can any one tell me what this is? I also noticed that I am out of power steering fluid...

Is this even a place for a cap? I stuck my hand in and there was no fluid. Sorry for being so ignorant on this. My first jeep and im not that great at mechanics. Still need to find out why I am out of Power Steering Fluid...
