So for the last 2 months or so, when it rains my 97 wrangler wont start up until it dries up (sometimes hours). Then yesterday it started to give a loud grinding start when I would try to start it, but after a second or two of grinding would fire up. Today when I tried, it went from grinding to a spinning sound, with nothing happening. The fan might get a half rotation in but nothing happens. I replaced the serpentine belt at one point yesterday when I was starting to give it a tune up.

Any ideas? Any fixes? Any Advice? Thanks

Based on your description it sounds like the starter is not engaging properly (sticky solenoid). If that's so you need a new starter (not really worth it to replace just the solenoid).
