fuel pump or what?

ive had my jeep for about a year now and everything was fine until about a month or two ago. its a 1993 cherokee with the 4.0. lately when its cold especially i had to wait a few minutes for the fuel pump to turn on. why is it doing this? i dont no anything about fuel pumps. is it the pump itself or like a pressure switch?
