Fuel pressure problem

Ok I posted this in the YJ forum but thought I would post it here too. 93 YJ 4.0L. Engine was rebuilt around 2 years ago. Everything is new. All sensors too. Did a fuel pressure check on it today it is running at 90 psi. The Haynes manual says inspect the fuel return line for kinks and blockage. Did that I even unhooked the line at the tank and blew it out. Got fuel and air. The return is the one that does not have the filter on it right? HELP!!!!!
