Engine bogging out

Hey so I bought a 1994 jeep grand cherokee with a 4.0 it is a fresh rebuild but when I start it it Boggs out at about 300-500 rpm and sometimes backfires it also smells like gas pretty bad but half the time it runs just fine I'm not sure what to do hear could someone please help?

Is the Check Engine Light on? Does it light up momentarily when you turn the ignition key to the START (not ON) position?

No there is no engine light , but the gas in the engine is about 2 years old, I put new gas in but I'm thinking maybe some sort of relay or fuel filter
