EGR position sensor?

I was driving today, my Jeep (Wrangler 2003 TJ) hesitated twice, then the check engine light came on and stayed on after 2-3 times shutting off and restarting the vehicle. Checked the code and it came back with 0405, EGR position sensor input below the acceptable voltage range. What does this mean and what's the fix? Thanks.
