dumb noobie question?

I recently changed the valve cover gasket on my 88yj with an 85 remanufactured engine. The heads on some of the bolts were boogered so I went to looking for some new hardware. Every valve cover hardware set has 2 small bolts and 5 big bolts. My valve cover has 5 small bolts and 2 big bolts. Any idea why that would be? Again, be gentle, I am new to jeeps and engines . I'm feeling my way along. Thanks for the help.
