Doesnt start first time but starts second time

99 tj Sahara doesn't start first time but always starts second time?

Starter issues?
Key sensor issues?
Fuel pump?

Any thoughts?

Fuel flow back valve is likely bad. Common problem. Fuel drains out of lines back into tank. First time you try to start it no fuel at engine so no start. By the time you try a second time the fuel pump has caught up. Most people just live with it.

What's the part called and can it be easily replaced?

It is part of the fuel pump assy I believe. Backflow preventer valve.
