4.0HO = 190HP
13HP difference, on average. The HO's vary from 190HP sometimes by only 2 or 3 HP either way depending on the year/model vehicle, but most are 190HP.
My understanding is that the 4.0 puts out its horsepower and torque maximum between 2100 and 3000 rpm. The 4.0HO puts out its horsepower and torque maximum at 4000 - 5000 rpm.

Difference between high-output and standard 4.0 was mainly slightly better flow with the exhaust manifold and the fact that Chrylser had an aftermarket company design and develop the fuel injection for the HO. 4.0L is as stock as can be. Depending on the year, HO's could have 190-196 hp. Non-HO's were in the mid to upper 170's.
