I've got an 06 tj with 3.07 gears. With that that being said what's the lowest ratio I can go with out swapping diffs?

what? swap the gears? why not swap out the axles find a dana 30 with a lower gear 3:73,4:10 and then look for a TJL Dana 44, Ford 8.8 or Isuzo Dana 44.

4.88 is the deepest you can go with the D35/D30 axles. You would need to replace the carriers.
