Cranks, but won't start until turn ignition switch off and try again

So my '98 2.5L cranks, but won't start until I turn the ignition switch off and then right back on again. Is this a bad fuel pump? If so, how long before it goes completely?

Also have an issue with all gauges completely flatlining while driving (including speedometer) and the airbag light will come on. It doesn't seem to be due to jostling, as I can go over a railroad track and it won't effect the gauges or airbag light - just seems to be sporadic.

Any thoughts/suggestions would be much appreciated - this is my first wrangler and won't get rid of it like my husband wants me to!
