Potentially, or it could be an adapter. It looks like one end of the pipe going in is bigger than the other.

There have been many debates in TJ Tech about whether that is a mini-cat or whether it is just some part of the piping. Don't think I've ever seen a clear answer.

100% positive it is not a cat. Exhaust shop at one point swore it was and told me where to look on the under hood tag for a code that was to tell me it was a cat. Well that code was not there and he then agreed to redo that portion of my exhaust, removing that expansion bubble thing.

its probably a resonator to help with the exhaust noise a lot of 90s-early 2000 cars and suvs had resonators of all different shapes and sizes
