Brake replacement, brakes now locked

So, today was time to replace my brakes on my 97 TJ. New rotors, new pads. Well, after putting everything back together, the rotors were locked. So I took it back apart. I was able to freely spin the hub with the new rotors and pads in. Put a wheel back on a hub and tightened it, wheel was locked after spinning it less than one revolution.

What am I missing?

You got the wrong rotors. 97's used a stamped rotor, instead of a cast one.
Forgot the correct name for it, but that is what's wrong
