AMC 360 Intake Manifold Question

I am needing some help on an AMC 360 build that I have going on right now. My question is this, when you look down into the intake (from where the carburetor mounts), there are two holes at the bottom of the front two intake holes. Is this normal? The reason that I am asking this is I have just completed the build and went to start the engine and I am idling at 3,000 rpm, which indicates bad timing, issues with carburetor idle circuit, or vacuum leak. Timing is good, I rebuilt the Holley 4160 per Holley Manual and other than that all I can think about is vacuum leaks. Any help is MUCH appreciated!
