The friction and wind resistance caused by the extra pulley is so minimal you would never see the difference in power or fuel economy.

Using the sanden as an OBA compressor you have to have some way to unload the compressor. This usually means using a tank and a pressure switch. But could be done with a pressure relief valve I guess.

I recommend looking up some of the OBA setups people have made and see if its something you want or need.
