98 ZJ 4.0 Doesn't Idle or Run Right

Having a strange issue after rebuilding the head and pressure washing intake system. It would not idle and started running very poorly. Put OBD-2 meter on it finding an issue with Throttle Position Sensor. So I checked power feeding the sensor and saw I was reading 0v, 4.5v, 5v. I think the second reading should just be a couple mV. So I purchased a used Clock Spring. Once installed, I got the same reading with voltages on the contacts of 0v, 3.5v, and 4.5v.
Does anybody have an idea of what else could be causing the voltages to be off leading to the sensor?
I was thinking it was a big coincidence having this happen now so was wondering if one of the other sensors could be throwing things off.

BTW, when I run live data it shows between 93 - 98% no matter what position gas pedal is in.
The voltage readings I picked up somewhere - maybe that is wrong and I just need a new TPS.
