95 wrangler stalls when idling/coasting

I have a 95 wrangler 4.0L and I recently replaced the fuel filter and now it has a very low rpm (but it's been low for awhile) and it stalls sometimes when coming to a stop or when I push in the clutch while coasting. It will also stall if it idles long enough. I cleaned the IAC with no help. Could it be a bad fuel pump or possibly faulty spark plugs? Would appreciate some insight. Thanks

Possible bad regulator. Check the pressure at the rail while its idling. Hope this helps!
